**English translation of an independent research/review candidate. The source's creation-time “unpublished” state is historical; S0-001 subsequently made its unchanged snapshot publicly readable. Defined scope does not mean approval of any product, supplier or site.** This translation neither rewrites the frozen R0-001 reference nor upgrades R1's review status.

### 1. Scope of the first jurisdictional baseline

This draft addresses Chinese-origin new household-type plug-in products actually supplied in Hong Kong, external mains supplies and their plug/power-cord delivery configurations. Type-C extra-low-voltage endpoints are identified separately. It provides a complete **bounded question-and-evidence structure**, not the complete body of Hong Kong electrical-product and building rules.

Industrial, medical, fixed-building-distribution design, facade works, wireless communications, storage fire/transport requirements, specific energy labelling and recycling obligations, and Chinese production/export rules need separate adaptations. Exclusion from this draft does not mean exemption from compliance. Distinguish personal cross-border purchasing from Hong Kong commercial supply by the actual business model, not presumed origin.

### 2. Shared facts and candidate rules

Legal sources, regulator explanations, engineering judgments and HSIMC procurement-contract requirements have separate classifications. The following table records reference directions and applicability triggers; ticking its boxes does not authorize delivery.

| ID | Topic and condition | Reference summary | Sources |
|---|---|---|---|
| HK01 | Supply route and responsible parties — Confirm actual Hong Kong supply, not merely origin | Manufacture or dispatch from China does not automatically identify the legal supplier in Hong Kong. Record actual sale, delivery and intended use; assess personal cross-border purchases, local sales and other models separately. | S01, S09, S10 |
| HK02 | Component-specific regulatory scope — Check household design, Hong Kong supply, operating voltage and exclusions separately | Classify the extra-low-voltage endpoint separately from the external mains supply. A low-voltage endpoint does not automatically exempt a bundled mains supply. Review applicability and other safety rules independently. | S01, S11, S12 |
| HK03 | Supply conditions and nameplate input range — Assess actual rated ranges rather than country names | Check voltage, frequency and capacity. Coverage of nominal reference conditions alone does not establish acceptance of the full power path. Where facts are unknown, obtain evidence rather than automatically purchasing a transformer. | S04, S13 |
| HK04 | Hong Kong plugs and interfaces — Specify the standard, rating, intended use and exceptions | Normally check BS 1363 three-rectangular-pin 13A or BS 546 three-round-pin 5A/15A configurations. The two-pin exception specifically for shaver supply units must not be extended to an ordinary Type-C power supply. | S03, S04 |
| HK05 | Earthing, insulation and the complete connection path — Distinguish Class I from Class II | Check the basis for protective earthing or double/reinforced insulation. Do not solve a physical-fit problem by removing earthing, forcing pins or making unauthorized wiring changes. | S04, S05 |
| HK06 | Certificate of Safety Compliance (CSC) — Different evidence routes for prescribed and non-prescribed products | A corresponding product CSC is generally required. Prescribed products require recognized sources; for non-prescribed products, investigate a manufacturer's declaration supported by relevant test evidence. Verify the actual class and recognized scope. | S01, S02, S08 |
| HK07 | Marks, registration and compliance evidence — Do not treat a mark or directory listing as blanket approval | The EMSD FAQ distinguishes the absence of a general pre-approval registration requirement under this electrical-safety regime from the requirement for CSC before supply. European CE (LVD) documents cannot directly substitute for CSC. Acceptance of other marks is not presumed in this draft. | S02 |
| HK08 | The regulatory meaning of a travel adaptor — The word travel on the packaging does not determine the category | An adaptor that can connect to a Hong Kong mains socket does not enter the exemption under that definition merely because it is called a travel adaptor. Applicable safety requirements still need to be checked. Not all adaptors should be described as unlawful. | S06 |
| HK09 | Choice of delivery configuration — Prefer a destination version rather than an improvised on-site combination | Prefer the manufacturer's Hong Kong version or manufacturer-permitted detachable-cord/external-supply configurations. Any adaptor route needs reassessment as an exact combination, not a universal-adaptor patch. | S03, S04, S05 |
| HK10 | Additions or alterations to fixed electrical installations — Separate product supply from installation work | Changes to fixed installations require the applicable registered electrical worker and contractor, inspection/testing and WR1. WR1 is generally retained by the owner, not submitted to EMSD by default. Review load increases and property procedures separately. | S07 |
| HK11 | Markings, instructions and language — Do not infer bilingual duties for every document from Hong Kong's official languages | Check basic product markings and instructions. Determine specific statutory warnings and document-language obligations against the applicable provisions. Known special warnings cannot be replaced by a generic translation clause. | S01, S04 |
| HK12 | Continuous Work and Type-C compatibility — Research objectives do not override manufacturer use restrictions | Ordinary charging capability does not establish continuous unattended operation. Verify power, data and Work recovery separately. GenAI productivity requirements must not override charger safety guidance. | S05, S03 |
| HK13 | Other regulatory triggers — Request the next specialist baseline for the product category | This power/plug baseline does not replace energy-labelling, producer-responsibility, radio, medical, building-facade, storage or industrial-equipment requirements. A relevant trigger requires a separate assessment. | S09 |
| HK14 | Materials, Vendor, Offer and changes — Bind supply-chain evidence to a version and time | Link material grade, batch, configuration revision, seller, stock-check time, aftercare and substitution qualification to the SKU. Sales eligibility is not installation qualification; an offer is not acceptance of the work. | |

### 3. Delivery routes: not a universal-adaptor default

**A · Original manufacturer Hong Kong version.** The manufacturer supplies the destination version of the complete product or supply. Review SKU, plug, cord, ratings, documentary evidence and support responsibility.

**B · Permitted detachable cord or external supply.** Treat this as a candidate only where the manufacturer's design and configuration evidence support it. Verify interface, power, insulation, ratings, mechanical fit and tests. This is not guidance for consumers to cut or modify cords.

**C · Conditional adaptor combination.** Do not assume every adaptor is unlawful, or that the word travel grants an exemption. The manufacturer and qualified reviewer must assess the exact combination and use envelope. This draft issues no universal acceptance.

**D · Mismatched or unknown input.** Open power-supply replacement or system-redesign research. A physical connection alone does not trigger an automatic step-up/step-down transformer or approval for use.

**E · Fixed installation or specialist product.** Create a separate professional Work. A plug-in product template is not a construction drawing or permit.

### 4. Minimum SKU and Vendor handoff material

The demand owner confirms actual transaction/use jurisdictions and Work load. The manufacturer supplies exact model, BOM/firmware/cord revisions, rated input range, intended use and configuration permission. The supplier/seller supplies the corresponding CSC source, exact offered configuration, delivery timing, warranty, returns and recall contacts. Test/certification providers issue evidence only within their actual recognized scope. Electrical alterations require separate acceptance of a scoped authorization by the relevant professional. The integrator records full-path power, data, continuity and limitations.

Material/component substitution, supplier changes, plug/cord changes, firmware changes, temperature/load changes and destination changes require assessment of which earlier claims cease to apply. A global-compatibility label is not inherited. Availability in stock and qualified substitution are also separate facts.

### 5. Language, documents and continuous Work

General Chinese/English presentation preferences do not establish statutory language duties for every document. Determine labels, warnings, manuals and contracts against applicable provisions; final statutory delivery-language tags remain `null`. Product name, power capability, consumer warnings and internal engineering statements must correspond to the same reviewed configuration.

This draft specifically distinguishes continuous productivity from ordinary charging. Type-C charging and the existence of CSC documents do not establish 24-hour unattended operation, reset-free transfer or recoverable Work. Those require independently defined loads, environments, operating and fault tests, and cannot remove the manufacturer's restrictions.

### 6. Actual unresolved matters

- The attempt to download the current consolidated Cap.406G text encountered a TLS interruption. No current-law/applicability sign-off was obtained.
- Relevant pages of the official 2019 guidance were read, alongside the regulatory FAQ and 2025 explanations. The official Outline page itself says **August 2000 Edition**. A live page or a new search-index date does not turn it into current law.
- The recognized-body directory contains institutions and historical evidence scopes. No institution was accepted as a project partner.
- No actual SKU, CSC, site, load, Vendor or reviewer is bound. There is no active offer, construction permit or accepted power result.

### 7. Human and machine use

The original package's `data/baseline.json` and `data/rules.json` express the same content. The `data/delivery-intake-template.json` requests actual supply-chain evidence; `prompts/CN-HK-AI-CONTEXT.md` supplies AI context; the original `operator/evaluate.py` only forms review routes and blocking conditions from declarations, never legal or Work approval.

Even apparently satisfactory test inputs require independent confirmation of sources, qualifications, configuration and signatures. Correct structure does not establish an authentic signature. The next step is evidence for one actual Hong Kong delivery SKU, followed by a new reviewed edition. The source package's statement that it was not yet published describes its authoring state; the S0-001 snapshot and this English translation are publicly accessible references, not accepted deliveries.
